Recreation Staff

Since 1954, the Department of Recreation (MCR) has remained dedicated to providing inclusive quality recreation programs and activities that serve the recreation and leisure needs of the Montgomery County community. The Department manages 40 facilities including an administrative headquarters, community and neighborhood recreation centers, senior centers, indoor and outdoor aquatic facilities and provides thousands of programs such as out-of-school activities, aquatics, classes, youth and adult sports programs and leagues, senior programs, and therapeutic recreation that enhance the quality of life for participants of all ages, cultures, and abilities. The Department of Recreation is nationally recognized for its excellence in the provision of facilities and programs.

Robin Riley Director


Robin was appointed to serve as the Director of the Montgomery County Recreation Department by County Executive Marc Elrich in December of 2018.

She has served the Department for nearly 30 years and has earned numerous commendations for her leadership and service including the prestigious County Employee of the Year Award. Riley has a Bachelor of Science degree in Physical Education from the University of Maryland and her recognized professional expertise is reflected in the leadership and communication leadership skills promoting lifelong recreation and physical activity – for kids, seniors, adults or of all abilities and fitness levels. Riley, a life long Marylander, is an avid sports lover, and enjoys being a participant and an armchair coach with her beloved dachshunds.

Adriane Clutter Division Chief - Programs


Adriane Clutter was promoted to Division Chief of Programming and Aquatics in October of 2017. She is responsible for overseeing the Departments revenue generating units including sports, camps, classes, trips and tours, therapeutic recreation and aquatics; as well as, directing the Departments Youth Development team as part of the County’s integral Positive Youth Development Initiative. She provides supervision and direction to nearly half of the Departments workforce.

A native of Wheaton with a bachelor’s in Recreation and Leisure Services from Shepherd College and master’s in Park and Recreation Resource Management from Frostburg State, Clutter has gained a wide reputation as an innovative recreation thinker and achiever. She came to Montgomery County Recreation in 2013 from the Maryland-National Capital Park and Planning Commission, Prince George’s County. It was in 1993, where as a young 17-year old, she had already found her true calling as park and recreation professional when she accepted her first summer job with Montgomery Parks as dockhand at Lake Needwood.

Since then, Clutter has had a notable career earning numerous honors for her work in the industry including a feature in Park and Recreation Magazine reaching over 60,000 professionals. She has been recognized as the Maryland Recreation and Parks Association’s Member of the Year, and served as Young Extern for the Academy of Park and Recreation Administration. She is a passionate professional who is firmly committed to ensuring high-quality and life-enhancing recreation is universally accessible.

Traci Anderson Division Chief - Business Operations


Traci leads the Department’s administration and business operations teams, including human capital management, budget and financial services, and information technology. She has served Montgomery County residents for nearly 20 years, through her work with the County’s Department of Health and Human Services and Office of Human Resources, Montgomery Planning and Montgomery County Public Schools.

During her career, Traci has partnered at the local, state and national level to develop, implement and support key youth and family serving activities, such as youth gang prevention, afterschool enrichment programs, social-emotional learning and restorative justice initiatives, as well as community engagement and involvement. Traci earned her master’s degree in Public Leadership, with a focus on managing multi-sector partnerships, from the George Washington University, and completed her undergraduate studies at the University of Maryland, College Park. She enjoys movies, baseball, and spending time with her family and friends.
